Rambam says:
( משנה תורה, הלכות שקלים א׳:א׳ )
מִצְוַת עֲשֵׂה מִן הַתּוֹרָה לִתֵּן כָּל אִישׁ מִיִּשְׂרָאֵל מַחֲצִית הַשֶּׁקֶל בְּכָל שָׁנָה וְשָׁנָה
And Maharil (the great Ashkenazi Posek, 14th century) wrote: The Minhag is to dedicate the money to support those who are Olim to Eretz Yisrael.
